I used the Ibaraki airport last week and it was very nice. The bus from the airport to Tsukuba center actually took about an hour and a half. The traffic wasn't bad at all, so I think the bus company might have underestimated their time table.
You can also go to the airport by car.There is a free parking for 1300 cars near the terminal.
